Description
Defensive CYBER Tool Development under the Army's Research, Development, Test & Evaluation budget activity, aims to support the Army Network Modernization Strategy by providing funding for Cyber Situational Understanding (Cyber SU) and Tactical DCO Infrastructure (TDI). The program is executed by Program Executive Office Command Control and Communications - Tactical (PEO C3T) and Program Executive Office Enterprise Information Systems (PEO EIS). Cyber SU is a software application designed for maneuver commanders at the tactical level to counter Cyber Electromagnetic Activity (CEMA) threats in multi-domain operations. It provides visualization and understanding of cyber-related impacts/threats and supports decision-making during combat operations. On the other hand, TDI enables local and remote cyber defenders to conduct cyberspace surveillance and maneuver against adversaries within the tactical network. The program's goals include developing, testing, and delivering advanced cyber capabilities to support multi-domain operations.

The Defensive CYBER Tool Development program also includes funding for Defensive Cyber Operations (DCO), which consists of platform and software programs essential for defensive capabilities in cyberspace. These capabilities aim to deter, destroy, and defeat enemy offensive cyberspace operations, protect critical assets and infrastructure, and develop intelligence. Additionally, the program supports the development of DCO Development Environment (DCODE), which provides integration and assessment capabilities during the development and integration phases of operations. The program's objectives include maintaining accountability, modernization, standardization, software updating, patching, and security posture to ensure the Authority to Operate (ATO). The program's goals align with the Army's modernization strategy and prioritize the development of defensive cyber tools to enhance the Army's cyber capabilities in line with evolving threats in cyberspace.
