Description
Defense Enterprise Accounting and Management System (DEAMS) is a research and development program under Budget Activity 7: Operational Systems Development. The program aims to develop the necessary capability and functionality to existing financial management systems in order to comply with audit and transparency requirements. It also supports studies and analysis to improve future program planning and execution. DEAMS is a commercial-off-the-shelf (COTS) solution based on the Oracle e-Business Suite (EBS) and provides an auditable, modern accounting and finance management capability. The program is preparing to transition DEAMS to the fifth and final phase of the Business Capability Acquisition Cycle (BCAC) process known as Capability Support, with plans to increase usage within the acquisition community, including acquisition program executive offices, laboratories, test centers, and air logistics complexes.
The program's specific objectives include developing and enhancing DEAMS Continuous Capability Development (CCD) system capabilities through iterative development cycles in accordance with an Agile software development strategy. This involves activities such as requirements analysis, design, build, test, data conversion, migration from legacy systems as required, implementation into the DEAMS baseline, and resolution of deficiency reports and defects. Additionally, the program aims to optimize performance by conducting tuning activities, deploying fixes to address defects and user-identified problems, ensuring system security and supporting the Risk Management Framework (RMF) through continuous monitoring activities, improving system efficiency by supporting continuous processes for secure development and delivery of capabilities, posturing the production system architecture for cloud migration, among other planned programs. The program also includes necessary civilian pay expenses required to manage, execute, and deliver weapon system capability. These objectives align with the program's goal of ensuring compliance with audit requirements while providing modern financial management capabilities for the Department of the Air Force.
