CYBERSPACE OPERATIONS FORCES & FORCE SUPPORT is a Navy initiative aimed at developing foundational and specialized cyber tools to support the Cyber Mission Force. The program focuses on activities such as cyberspace additional support facilities and infrastructure, specialized cyberspace technical capabilities, hardware and software reverse engineering development, and research and development leading to cyber tool opportunities and vulnerabilities. The program also includes the development of foundational and reserve tool kits, logistics support for cyberspace activities, and expansion of the cyberspace activities development network.
Project 2952 under PE 0305251N specifically aims to deliver offensive cyber weapons to prosecute the current target set and increase the lethality of the Cyber Mission Forces. The project is focused on three main lines of effort: Access, Maneuver, and Development Support. It involves providing initial entry into a target network, allowing operators to move within a target network, and providing resources for in-house cyber development such as manpower, hardware, and software. Additionally, the project includes vulnerability research and development, security and operations support, cyber development support, automated testing, and development networks for CMF tool developers.
Program PE 0305251N's budget allocation for Project 2958 focuses on developing foundational and specialized offensive cyber tools in support of the Cyber Mission Force as directed by Joint Force Headquarters-Cyber (JFHQ-C) Navy. This includes activities such as vulnerability research, reverse engineering, development of foundational toolkit #1 and #2, development of cyber tool enablers, specialized toolkit development, development network expansion and maintenance, and development operations coaching. Additional details about this project are classified.
