Description
Conventional Munitions Demilitarization managed by the Army, aims to demilitarize and dispose of unserviceable, obsolete, or excess conventional ammunition and missiles for all military services in accordance with Department of Defense (DoD) Directive 5160.65 and DoD Instruction 5160.68. The program focuses on using open burning/open detonation (OB/OD) processes or closed disposal technologies (CDT) with an emphasis on resource recovery and recycling (R3). It also provides technical support and services, packaging, crating, handling, and transportation (PCHT) of ammunition for demil projects at United States Army depots, plants, and activities. Additionally, it supports commercial contracts that provide closed disposal technologies demil support and services and associated packaging, crating, handling, and transportation. The program also includes international operations in the European and Pacific Theaters.

The specific objectives of the Conventional Munitions Demilitarization Program include the demilitarization and disposition of 37,368 tons of conventional ammunition as well as 4,198 tons of missile/components in both Continental United States (CONUS) and Outside the Continental United States (OCONUS). This involves a combination of Government Owned, Government Operated (GOGO) facilities, Government Owned, Contractor Operated (GOCO) facilities as well as commercial contractors for CONUS operations. OCONUS demil operations are performed at Demilitarization Facilities in Japan as well as commercial contractors in the European Union. The program aims to reduce the munitions with most tonnage such as Depleted Uranium munitions, 155mm High Explosive Anti-Personnel projectiles, Anti-Personnel Landmines, Hexachloroethane (HC) Smoke munitions, Rocket Motors, and Multiple Launch Rocket Motors. Additionally, it seeks to decrease the Single Manager for Conventional Ammunition (SMCA) Resource Recovery and Disposition Account to provide mission readiness to access munition storage management efficiency of serviceable items and available storage for newly produced munitions while addressing safety and environmental risks associated with aging stockpile resulting in increased risk due to degrading munitions.
