Description
The Advanced Battle Management System (ABMS) is a key funding element for the Department of the Air Force's (DAF) efforts to develop architecture, digital infrastructure, and software for the Joint All-Domain Command and Control (JADC2) warfighting concept. The primary objective of ABMS is to connect sensors, battle management C2 systems, and weapons across both the U.S. Space Force (USSF) and U.S. Air Force (USAF) through the delivery of aligned infrastructure and secure data to enable global battle management for JADC2. This program aims to integrate military activities across different domains, enhance operational effectiveness, and compensate for vulnerabilities. Additionally, ABMS will work in partnership with other PEOs across the DoD to ensure technical and programmatic integration necessary to achieve the required operational decision advantage needed by the USAF, USSF, joint, and coalition forces.

The DAF PEO C3BM will exercise technical architecture authorities across the DAF to ensure the Command and Control mission area is integrated technically and programmatically to meet DAF C2 mission requirements and provide the needed resilient decision advantage to the joint and coalition forces that the USAF and USSF will fight alongside. The ABMS portfolio of programs are specific programs that DAF PEO C3BM maintains organic control over from a cost, schedule, and performance standpoint. These programs encompass architecture and systems engineering work required to execute technical direction across the rest of the DAF. The program aims to deliver resilient decision advantage through elements such as secure processing, connectivity, data management, applications, sensor integration, and effects integration. Furthermore, it will provide a critical digital experimentation environment through an ABMS Battle Lab to explore new command and control technologies and develop C2 tactics, techniques, and procedures.

Overall, Program PE 0604003F seeks to optimize capability delivery by aligning USAF investment with USSF investment to eliminate duplication of effort while creating the DAF BATTLE NETWORK deliverable. It also aims to leverage best of breed” capability from across the DAF to facilitate accelerated delivery of integrated warfighter capabilities in support of national security objectives. The program will focus on architecture and systems engineering activities, digital infrastructure development, software and applications development for cloud-based command and control, aerial networking capabilities including airborne edge node development, as well as program management support for alignment of broader DAF battle management perspective.
