Federal Capability Statement
30 years we have been an industry leader in the design and implementation of observer program logistics. We are actively involved in developing and field-testing electronic monitoring (EM) technology along with deploying an EM System in the Pelagic Longline Fishery, which we believe will play an increasingly significant role in the collection of fisheries management data.
Each year, 100+ clients select Saltwater as their contractor of choice. Our logistics acumen, quality control, recruiting, program methodologies, policies and processes are the foundation of our outstanding contract performance and customer service. The data we collect is consistently ranked highly by our clients, and we have a strong track record for transparency in accounting and staying within budget.

SBA Special Equipment
Saltwater developed an Electronic Monitoring system that has been successfully deployed on over 100 vessels in multiple fisheries over the past 8 years. It collects high-quality digital video and accurate, supporting sensor data. It consists of a control box with data storage, digital cameras, sensors, a GPS receiver, and a monitor to provide real-time camera views.
We currently have a multi-year contract with the NMFS to supply EM systems and services for the Atlantic pelagic longline fishery. This is part of an effort to ensure sustainable management of bluefin tuna, and is the largest EM program being implemented in the U.S.
We are committed to using open-source software for data review. We believe this avoids the limitations and expense associated with proprietary code, encourages collaboration and innovation, and will speed the development of cost effective EN data review solutions.
