Objective
The purpose of this FOA is to support the building of capacity in alcohol epidemiology in state and large city Health Departments and help provide the tools needed to perform core public health functions, such as public health surveillance. This increased epidemiologic capacity will help build the public health infrastructure that is needed to address excessive alcohol use − the fourth leading preventable cause of death in the U.S.

Applicant Eligibility
Eligibility will be limited to State and District of Columbia Health Departments, large city health departments (900,00 residents or more), or their Bona Fide Agents.
Beneficiary Eligibility
State and local health departments' work may benefit work may benefit others outside the institution including health professionals, non-profit organizations, and the general public.
