Objective
The Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), Office on Smoking and Health (OSH) announces the availability of funds (approximately $18 million) to support state quitline capacity, in order to respond to federal initiatives such as the National Tobacco Education Campaign. This program addresses the “Healthy People 2020” focus area of tobacco use and the goal of reducing illness, disability, and death related to tobacco use and secondhand smoke exposure. Preventing tobacco use and helping tobacco users quit can improve the health and quality of life. People who stop smoking greatly reduce their risk of disease and premature death. Benefits are greater for people who stop at earlier ages, but quitting tobacco use is beneficial at any age. This Notice of Funding Opportunity (NOFO) will be a new, two year cooperative agreement with a state and national component. • For the State Component, states and territories will be funded to ensure quitline capacity so that all callers to the quitline, particularly during a national media campaign such as Tips® campaign, are offered at least one coaching call, either immediately upon calling or by being re-contacted within two to three days. Additionally, states and territories will continue to expand the capacity of state tobacco control programs to implement evidence-based cessation interventions in all 50 states, the District of Columbia, Puerto Rico, and Guam while also exploring new modalities for technology delivered cessation systems. • For the National component, an organization will be funded to operate and promote a linguistically and culturally appropriate nationwide quitline service for smokers who predominantly speak Chinese (including Cantonese and Mandarin), Korean, and Vietnamese (CKV) languages. It is more efficient to provide an Asian-language quitline service on a national level, rather than relying on states to provide these services through their individual state quitlines. Successful execution of the strategies and activities of this NOFO will contribute to the following outcomes: Short-term (Optimized quitline intake, Increased coverage, barrier-free access and promotion of comprehensive cessation services, Increased implementation of evidence-based non-phone based cessation counseling modalities, Increased availability and awareness of age and culturally appropriate cessation services available in multiple modalities, Increased quitline referrals from health systems that predominately serve priority populations (ie Medicaid),Increased intention to quit); Intermediate (Increased assisted/evidence-based quit attempts including more emphasis on tobacco users ages 18-54, Increased use and reach of effective non-phone based modalities of cessation counseling, Decreased disparities in use of cessation services/treatments, Increased public partnerships to ensure availability of high quality cessation services); and Long-term (Increased cessation of all tobacco products as early in life as possible, Decreased tobacco use prevalence and consumption, Decreased disparities in tobacco cessation and tobacco use).
