Objective
The Centers for Medicare & Medicaid Services (CMS) is committed to improving safety and quality of care in the Nation’s Nursing Homes. Nursing home staffing has been known as a critical factor for improving care for nursing home residents for many years. However, there have been challenges with nursing homes’ ability to obtain enough nursing staff to meet each resident’s needs. The Nursing Home Staffing (NHS) Campaign project is aimed at increasing the availability of nurses (e.g., registered nurses (RNs) to work in the nursing home environment, such as in qualifying nursing homes or in an oversight capacity for a state inspection agency. Through this project, CMS will award multiple cooperative agreements to entities to who will in turn, administer financial incentives, such as tuition reimbursement and stipends to RNs who will then work in a qualifying nursing home or state survey agency for three years.
Applicant Eligibility
This notice of funding opportunity (NOFO) will be open to Non-profit nursing and educational organizations, such as national associations for nursing schools, nurses or nursing students, with demonstrated experience working with large numbers of nursing schools (e.g., hundreds) and large numbers of nurses (e.g., thousands) (see evaluation criteria) across multiple states. The following organizations are ineligible: • Individual nursing homes, nursing home chains, or nursing home associations. • State agencies or government-owned entities • CMS Quality Improve Networks or Quality Improvement Organizations • CMS will also review and disqualify organizations with a perceived conflict of interest that could imply the funds or actions taken would be directed to an area, nursing home, or set of nursing homes in an unfair or subjective manner.
Beneficiary Eligibility
• Non-profit nursing and educational organizations, such as national associations for nursing schools, nurses or nursing students, with demonstrated experience working with large numbers of nursing schools (e.g., hundreds) and large numbers of nurses (e.g., thousands) (see evaluation criteria) across multiple states. • Applicants should also demonstrate experience and/or the ability to administer similar types of programs where the organization has overseen the distribution of funds to individuals, and tracking individual’s fulfillment of the commitment to receive the funds. For example, a process demonstrating the organization has provided funds to an individual in return for a work commitment, including confirming the individual is fulfilling the work commitment through submission of paystubs and/or employer verification.
