To train individuals as qualified personal and home care aides to provide care in complex environments such as home healthcare services, residential care facilities, and private households. Grants will be made to state entities to conduct demonstration projects for purposes of developing core training competencies and certification programs for personal and home care aides. Infrastructure training grants are awarded to eligible applicant organizations for projects to strengthen and enhance the capacity of personal and home care aide training programs. This will enable individuals to enter into a personal and/or home care aide position, thus strengthening the direct-care worker workforce.

B - Project Grants

Eligible entities are States, including the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, Northern Mariana Islands, and American Samoa. Within the eligible entity, the Governor may designate the appropriate state agency to administer the program, such as a state health department or state workforce investment board.

Project participants, (students) in the demonstration program must be U.S. Citizens, non-citizen nationals, or foreign nationals who possess visas permitting permanent residence in the United States. Individuals on temporary student visas are not eligible. Participating States would be responsible for the recruitment of a minimum number of eligible health and long-term care providers to participate in the project.
