Objective
Grants are awarded to meet the cost of projects for debt service on, or direct construction or renovation of a health care facility that provides research, inpatient tertiary care, or outpatient clinical services. The facility must be affiliated with an academic health center at a public research university that contains a State’s sole public academic medical and dental school. The Governor must certify that: (1) the new health center is critical for the greater access to care in the State; (2) the new health center is essential for the continued viability of the medical and dental school and its academic health center; (3) the Federal support is up to 40 percent of the total cost of the project; and (4) the State has an established funding mechanism to provide the remaining funds to complete the project.
