Objective
The purpose of the Race to the Top program is to create incentives for comprehensive State and local reforms and innovations designed to lead to significant improvements in student outcomes. The objective of the Race to the Top State grants awarded in 2010 is to reward States that have made significant progress in achieving equity in teacher distribution; establishing a longitudinal data system; enhancing the quality of assessments; including English language learners and students with disabilities in State assessments; improving academic content and achievement standards; and providing effective support to schools identified for corrective action and restructuring. The Race to the Top Assessment Program provides funding to consortia of States to develop assessments that are valid, support and inform instruction, provide accurate information about what students know and can do, and measure student achievement against standards designed to ensure that all students gain the knowledge and skills needed to succeed in college and the workplace. These assessments are intended to play a critical role in educational systems by providing administrators, educators, parents, and students with the data and information needed to continuously improve teaching and learning, and help meet the President's goal of restoring, by 2020, the nation's position as the world leader in college graduates. The purpose of the Race to the Top – Early Learning Challenge (RTT-ELC) grants, awarded in December 2011, is to improve the quality of early learning and development and close the achievement gap for children with high needs. The RTT-ELC grant competition focuses on improving early learning and development for young children by supporting States' efforts to increase the number and percentage of low-income and disadvantaged children in each age group of infants, toddlers, and preschoolers enrolled in high-quality early learning and development programs; and designing and implementing an integrated system of high-quality early learning and development programs and services.
