Objective
To recruit and retain highly qualified midcareer professionals (including highly qualified paraprofessionals) and recent graduates of institutions of higher education, as teachers in high-need schools, including by recruiting teachers through alternative routes to teacher certification and licensure; and to encourage the development and expansion of alternative routes to certification and licensure under State-approved programs that enable individuals to be eligible for teacher certification and licensure within a reduced period of time, relying on the experience, expertise, and academic qualifications of an individual or other factors in lieu of traditional course work in the field of education.

Applicant Eligibility
State educational agencies; high-need local educational agencies; for-profit and nonprofit organizations with proven records of effectively recruiting and retaining highly qualified teachers, in partnership with high-need local educational agencies or State educational agencies; institutions of higher education, in partnerships with high-need local educational agencies or State educational agencies; regional consortia of State educational agencies; and consortia of high-need LEAs.
Beneficiary Eligibility
Eligible participants must be mid-career professionals from various fields who possess strong subject-matter skills to become teachers, including paraprofessionals with two years of classroom experience and postsecondary education or demonstrated competence in a field for which there is a significant shortage of qualified teachers; recent college graduates. In order to teach in secondary schools, eligible participants also need a major or equivalent in the academic subjects that the individuals will teach. Schools in which the participants must teach are high-need schools operated by high-need LEAs.
