Objective
The general objectives of this program are to build and improve the capacity of States, multijurisdictional State organizations and federally recognized tribes by providing assistance agreements to foster environmental enforcement and compliance assurance activities and to improve compliance with environmental laws. Such capacity building efforts may include economic, social science, statistical research, development, studies, surveys, demonstrations, investigations, public education, training and fellowships to the extent authorized under the Acts listed above. These funds cannot be used for implementation of compliance monitoring and enforcement programs. Funding Priority - Fiscal Year 2011: The Multi-Media Sector Grant was eliminated by Congress in the FY2010 Appropriations Bill. The Office of Compliance issued a Request for Proposals (RFP) on September 30, 2010, entitiled, Multi-Media State and Tribal Assistance Grants (STAG) FY2010 Solicitation., and the closing date was November 16, 2010. The Office of Compliance will use available funds from prior year appropriations to award project proposals that are approved for funding. The general purpose is to support state and tribal efforts to obtain technical assistance to ensure and enhance the continue flow of NPDES data from states and tribes to ICIS. The funding will support: 1) clean-up and migration of data from legacy PCS to ICIS-NPDES; 2) clean-up of migrated data within ICIS-NPDES; 3) feasibility studies and/or requirements analyses for what is necessary to fully populate required data in ICIS-NPDES; 4) pilot studies or prototypes of state and tribal processes for data collection and entering of required data into ICIS-NPDES, especially for new NPDES program areas such as CAFOs; and/or 5) feasibility studies and/or requirements analyses for state and tribal adoption of the NetDMR and/or other electronic reporting tools.

Applicant Eligibility
State agencies, U.S. territories, the District of Columbia, federally recognized Indian Tribes and Intertribal Consortia, local governments, and multi-jurisdictional State organizations and associations of environmental regulatory professionals, with enforcement and compliance assurance responsibilities or responsibilities that support enforcement and compliance assurance including but not limited to data management or research. In addition, public universities and colleges with expertise in compliance assurance and enforcement issues, including compliance assistance and training to tribal environmental professionals. For certain competitive funding opportunities under this CFDA description, the Agency may limit eligibility to compete to a number or subset of eligible applicants consistent with the Agency's Assistance Agreement Competition Policy.
