Objective
• Advance climate- and sustainability-related transportation expertise and technology to mitigate greenhouse emissions and implications of climate change effects on the transportation system through research, policy studies, and technology transfer activities.
• Identify, propose, and develop innovative technology and policy solutions associated with climate change mitigation and sustainability strategies for planning and implementation.
• Develop and demonstrate strategies to mitigate and assure resilient infrastructure while recognizing one solution does not fit every circumstance and provide transferable concepts.
• Identify national and state governmental climate policy disparities in implementation, including impacts on underserved communities, and develop recommendations to reduce their effects.
• Support the Department’s effort to identify net-zero and decarbonization strategies that will reduce GHG by 2025.
• Translate climate data into operational transportation data to mitigate climate change impacts.
Applicant Eligibility
An Eligible Entity shall be a consortium of two or more non-profit institutions of higher education or nonprofit transportation related association, or combination led by one lead institution, and the consortium members must be located in the United States or its territories or on Tribal lands. Typically, a consortium is a meaningful arrangement with all members involved in planning the overall direction of the research and other activities and participating in most aspects of the cooperative agreement; the consortium is a long-term relationship lasting the full life of the cooperative agreement.
Universities may collaborate with State, Tribal, territorial and local Departments of Transportation and Departments of Public Works, metropolitan and regional planning organizations, the private sector, the philanthropic sector, and nonprofit organizations. Organizations that are not members of a consortium may collaborate with the Eligible Entities on a particular project or provide a service that assists in accomplishing the Climate Center of Excellence research activities. This organizational arrangement exemplifies the necessity for the holistic approach to decision-making and problem-solving for complex issues
