Objective
OJJDP has identified the following specific program objectives:
• Enhance and expand models of residential-based innovative care, treatment, and services for youth in foster care.
• Increase protective factors to ensure youth transitioning from foster care have skills they need to prevent any further victimization and/or involvement in the child welfare or juvenile justice systems.
• Increase connections for youth transitioning from foster care with caring and concerned adults that will help to prevent further victimization and/or involvement in the child welfare and/or juvenile justice systems.

Applicant Eligibility
This solicitation is composed of two categories. Applicants must clearly designate the category for which they are applying.
The following entities are eligible to apply:
Category 1: Project Sites
State governments/ City or township governments/ Public and state-controlled institutions of higher education/ County governments/ Native American tribal organizations (other than federally recognized tribal governments)/ Native American tribal governments (federally recognized)/ Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education/ Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education/ Private institutions of higher education/ For-profit organizations other than small businesses/ Independent school districts
Category 2: National Training and Technical Assistance
Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education/ Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education/ For-profit organizations other than small businesses/ Public and state-controlled institutions of higher education/ Private institutions of higher education
For purposes of this solicitation, “state” means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands
Beneficiary Eligibility
Ultimate beneficiaries are youth transitioning out of the foster care system.
