Objective
The NESP is a long-term program of navigation improvements and ecosystem restoration for the Upper Mississippi River and Illinois Waterway System funded by the U.S. Army Corps of Engineers with funding administered to state partners through USGS. The primary goal of NESP is to increase the capacity and improve the reliability of the inland navigation system while restoring, protecting, and enhancing the environment through implementation of an integrated, dual-purpose plan to ensure the economic and environmental sustainability of the Upper Mississippi River System and Illinois Waterway System.
Applicant Eligibility
Recipients stipulated in the Water Resources Development Act of 1986 (Public Law 110-114) are eligible to apply. This includes the states of Illinois, Iowa, Minnesota, Missouri, and Wisconsin, and their institutions and agencies; and the Upper Mississippi River Basin Association.
