Objective
To assess the needs of residents of public and Indian housing for supportive services that will enable them to achieve economic and housing self-sufficiency as authorized by Section 34 of the Act (42 U.S.C. 1437z-6) and the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4101 et seg.) to link such residents to local service providers that can help fulfill residents' needs; to assist residents of all ages in becoming economically self-sufficient through a variety of locally-driven programs/initiatives.

Applicant Eligibility
Public Housing Authorities (PHAs), Tribes and tribally designated housing entities (TDHEs), resident councils and nonprofit entities supported by residents. Applicants must establish partnerships to leverage resources.
Beneficiary Eligibility
Individuals, families, children, youth, adults as well as elderly/persons with disabilities who are residents of conventional public or Indian housing are eligible to receive benefits from the ROSS program.
