Applicant Eligibility
Any entity which receives Section 3 covered financial assistance directly from HUD is eligible to compete for funding. Such entities include: any State, unit of local government, Public Housing, Indian Tribe, other public body, or public or private nonprofit organization. Applicants must be in compliance with the regulatory requirements of Section 3 in order to apply for competitive funding.
Beneficiary Eligibility
Public Housing Residents; Individuals residing in the metropolitan area or non-metropolitan county in which the Section 3 covered assistance is expended who meet HUD's definitions of low or very low-income in Section 3(b)(2) of the 1937 Housing Act; and Business that meet the definition of a Section 3 Business Concern as set forth at 24CFR Part 135.5.
