Objective
The purpose of the Tenant Education and Outreach (TEO) Program is to make grants to applicant organizations to assist, inform, educate and engage tenants of eligible project-based Section 8-assisted properties regarding their rights, responsibilities and options in response to a property owner’s filing a notice of Opt-Out or mortgage prepayment, in response to poor property conditions, or in anticipation of an expiring Section 8 contract or maturing mortgage on the property. The program aims to engage tenants in efforts to preserve eligible properties as affordable housing, work collaboratively with owners and with HUD to address problems, and to provide tenants with information on their own rights and responsibilities based on 24 CFR Part 245 and guidance in HUD handbook 4381.5.

Applicant Eligibility
Eligible applicants are non profit organizations with current IRS 501(c)(3) tax-exempt status. Eligible applicants shall demonstrate experience with tenant education and outreach work, and may not have an identity of interest with any owner or management entity of any property where TEO activities are proposed.
Beneficiary Eligibility
Tenants in identified TEO eligible properties will ultimately benefit from the program.
