Objective
A policy clearinghouse connected directly to all State officials that creates and disseminates innovative military and overseas voting research and ensures that the research aligns with the capabilities and objectives of the States and local jurisdictions. The recipient will facilitate and support FVAPS’s electronic voting assistance research efforts.

Applicant Eligibility
For FVAP to validate and promote policies derived from its research, technology demonstrations, and other programs, it requires a coordinating agent that works closely with FVAP and the States. The recipient must be best-shaped to serve the States and enhance their ability to comply with Federal voter registration and absentee voting laws.
Beneficiary Eligibility
Organization membership must potentially include every elected and appointed State and territorial official in the United States that researches and disseminates comprehensive approaches to provide consistent State and local government policies and practices to facilitate voting in elections and thus serve as a clearing house of FVAP research, policies and procedures.
