Direct Award - Blackboard Learning Management Systems

Background
The West Virginia Purchasing Division is seeking to approve a direct award for Blackboard Learning Management Systems. This procurement is being conducted under the authority of WV Code 5A-3-10C, which allows for direct award when it is determined that the commodity or service is available from only one source. The goal of this contract is to provide essential learning management solutions to the Health and Human Resources Office of Human Resources Management in Charleston, WV.

5. TLL.3S.ENTMIN5M.S - Collaboration Enterprise License (5 million minute capacity)
6. PKG.MMT.SAAS2LPPRO - Package for Learning Professional SaaS Plus (for 5,001 - 10,000 users)
7. TL3.3S.REGMGMT.S - Registration & Management (for 5,001 - 10,000 users)
8. TLL.3S.ENTMIN1M.S - Additional minutes for collaboration enterprise (1 million minutes)
9. TLL.3S.ENTSTG1TB.S - Collaboration Storage Enterprise (1 TB)

Period of Performance
The contract period begins on June 1, 2026 and will continue as specified in the terms of the agreement.

Place of Performance
The services and products will be delivered to the Health and Human Resources Office of Human Resources Management located at One Davis Square, Ste 400, Charleston, WV 25301.

Bidder Requirements
