Background
The City of Pasco, Washington, Department of Public Works – Engineering is seeking qualified Consultants registered in the State of Washington to perform Engineering Services for the Road 76 Overpass Project (Federal Aid No. STBGUL-0960(006)). This project is funded through the 2025 Surface Transportation Block Grant (STBG) Program and local funds. The Road 76 Overpass aims to alleviate traffic congestion and safety concerns by providing a new crossing over I-182, enhancing connectivity between residential neighborhoods and commercial areas.
Work Details
The Consultant will be responsible for various engineering services including: preparation of Plans, Specifications, and Estimates (PS&E), right-of-way acquisition and certification, construction management and inspection services. Key components of the project include:
- Design of a three-span pre-stressed girder bridge with a minimum clearance of 16.5 feet over I-182.
- Construction of a 12-foot shared-use path on the west side and a 6-foot sidewalk on the east side.
- Realignment of Burden Boulevard to create a four-leg intersection at Road 76 with new traffic signals and dedicated turn lanes.
- Implementation of Intelligent Transportation Systems (ITS) for traffic management.
- Public outreach and stakeholder engagement throughout the design phase.
The work also includes geotechnical investigations, environmental compliance documentation, utility coordination, and preparation for construction bidding.
Period of Performance
The design phase is expected to take twenty-one (21) months starting from July 2026, with all right-of-way acquisitions to be completed by September 2029. Construction funding must be obligated by November 2029.
Place of Performance
The contract will be performed in Pasco, Washington, specifically focusing on the area surrounding I-182 and Road 76.
