Work Details
The selected consultant will provide oversight services under a work order-based contract, focusing on several key performance themes:
1) **Capital Planning & Project Selection** - Evaluate portfolio development and prioritization processes, integrating equity and lifecycle cost analysis.
2) **Program & Project Delivery Effectiveness** - Assess procurement processes and delivery methods, including change management strategies.
3) **Project Controls & Governance** - Review management systems for cost and schedule controls.
4) **Process Benchmarking & Best Practices** - Compare WTD processes against peer agencies to identify improvement opportunities.
5) **Transparency & Stakeholder Engagement** - Enhance communication with oversight bodies and develop stakeholder briefing materials.
6) **Cost Savings Opportunities** - Analyze cost trends for potential efficiencies.
7) **Mega Project/Program Oversight** - Provide specialized oversight for projects exceeding $100 million, including risk analysis and executive status reviews.
Period of Performance
The initial contract term is two years, with the possibility of extension up to five years based on performance and mutual agreement.

Services will be performed primarily within King County, Washington, specifically related to the Wastewater Treatment Division's facilities and operations.
