Background
The City of Pasco, Washington, through its City Manager’s Office, is soliciting proposals from qualified businesses, entrepreneurs, or entities interested in purchasing and activating City-owned properties located in the downtown area.

The objective of this RFP is to identify a buyer(s) who will acquire the property(ies) and establish a use that contributes to a vibrant, pedestrian-oriented downtown environment. The properties available for purchase include:

- 122 & 124 S 4th Ave (Parcels 112042236 & 112042245), which consists of approximately 15,340 square feet of building space on a 0.48-acre lot;
- 321 W Lewis St (Parcel 112034263), which offers approximately 4,393 square feet of building space on a 0.16-acre lot.

The City encourages proposals for uses such as restaurants, cafés, bakeries, retail establishments, arts and cultural venues, and mixed-use concepts with active ground-floor commercial spaces. Proposals should aim to increase pedestrian activity during both daytime and evening hours and complement existing downtown businesses.

Period of Performance
The contract period will commence upon execution of the Purchase and Sale Agreement and is expected to be finalized by July 17, 2026.
