Background
Highline College, a premier community college located in Des Moines, Washington, is seeking proposals from qualified management firms to provide and manage campus bookstore operations. The college is known for its diverse student population and commitment to innovation and community participation. The goal of this contract is to enhance bookstore services for students, staff, and faculty while ensuring financial responsibility and compliance with applicable laws.
Work Details
The contractor will be responsible for managing all aspects of the campus bookstore operations, including:
1. Financial administration: Ordering merchandise, billing, collections, processing payments, acceptance and deposit of funds, account reconciliation, and preparation of annual financial reports.
2. Revenue generation: The contractor must pay a percentage commission of net sales to the college, which includes gross sales from retail sales both on-campus and online.
3. Textbook management: The contractor will act as the exclusive agent for textbook course adoption forms and must comply with federal and state laws regarding textbook distribution. This includes establishing communication with faculty regarding required textbooks and maintaining records of orders.
4. Pricing policies: Proposals must include pricing policies for new and used textbooks, including buyback processes and refund policies.
5. Merchandise offerings: The bookstore will sell various items including textbooks (new/used), general books, school supplies, convenience items (snacks/drinks), uniforms/graduation caps/gowns, e-books (access codes), etc.
6. Technology integration: The contractor should describe their online experience for students/faculty and any integration plans with the college's systems.
Period of Performance
The contract is expected to commence on June 1, 2026, with an initial term of ten years plus five additional one-year terms subject to mutual acceptance.

The services will be performed at Highline College's main campus located at 2400 S 240th Street, Des Moines WA 98198.
Bidder Requirements
Bidders must be licensed to do business in the State of Washington and possess a state Unified Business Identifier (UBI) number. They must not be debarred or suspended from contracting with the Purchaser or included on any exclusion lists. Additionally, bidders are encouraged to include minority-owned and women-owned business enterprises in their proposals.
