Roadside Maintenance, Gut Cleaning & Cemetery Cleaning Services, St. Croix, USVI

Background
The Government of the Virgin Islands, through the Department of Property and Procurement, is seeking proposals for Roadside Maintenance, Gut Cleaning, and Cemetery Cleaning Services in St. Croix, USVI. This contract aims to maintain public highways, residential gutters, and cemetery grounds to ensure safety and aesthetic standards are met.

Work Details
The contractor will provide manual roadside maintenance, gut cleaning, and cemetery maintenance services. Specific tasks include:

A) Vegetation Control: Cutting grass and weeds to a height of approximately 2 inches using industrial-grade string trimmers;

B) Detail Trimming: Trimming around signs, guardrails, utility poles, and historical markers;

C) Overhead Clearance: Pruning low-hanging tree limbs for a minimum 14-foot clearance;

D) Cemetery Maintenance: Grooming burial grounds by removing overgrown brush and debris;

E) Drainage Clearing: Manual desilting of swales and gutters;

F) Immediate Collection: Collecting cut vegetation and rubbish from roadways;

G) Landfill Compliance: Adhering to landfill rules for waste disposal. The contractor must provide all necessary labor, equipment (including commercial-grade mowers and power tools), tools, supplies, and materials.

Period of Performance
The contract will be performed over a period of one year with an option for renewal for an additional year at the discretion of the Government of the Virgin Islands.

Place of Performance
Services will be performed in St. Croix, USVI.

Bidder Requirements
Bidders must hold a current VI Business License or equivalent state license. They must also provide proof of Commercial General Liability Insurance naming the Government of the Virgin Islands as an additional insured. Other requirements include proof of Worker’s Compensation Coverage, active SAM.gov registration, a Certificate of Good Standing dated July 1, 2025 or later, and various corporate documents depending on business structure (e.g., Articles of Incorporation).
