RFP No. 25-2914-12PKW Ware Washing Products and Dish Machine Dispensing Equipment for HCPS Cafeterias

Background
The Commonwealth of Virginia, through the County of Henrico's Department of Finance, is issuing this Request for Proposal (RFP No. 25-2914-12PKW) to obtain services from a qualified firm to provide Ware Washing Products and Dish Machine Dispensing Equipment for 70 Henrico County Public Schools (HCPS) Cafeterias.

The goal is to support the mission of HCPS School Nutrition Services (SNS), which is dedicated to promoting student health and well-being by providing freshly prepared, nutritious meals and healthy snacks daily. This initiative adheres to nutritional standards set by the USDA and VDOE-SCNP, ensuring compliance with food safety and sanitation requirements.

Work Details
The Successful Offeror will provide the following products and services:
1. Ware Washing Products including:
- Solid Dish Machine Detergent: Highly alkaline, concentrated solid product that automatically dispenses at proper dilution into dishwashing machines. Must be easy to handle, odorless, biodegradable, phosphate-free with a pH between 12.3 and 13.5.
- Solid Rinse Additive: Non-corrosive solid product that dispenses with final rinse water; must be biodegradable with a pH of 7.2-7.5.
- Quaternary Sanitizer: EPA registered sanitizer for use in 3-compartment sinks; must kill 99.99% of food service organisms.
- De-limer: Non-abrasive liquid acid detergent for de-liming.
- Degreaser: Heavy-duty cleaner for greasy deposits.
- Pot & Pan Detergent: High sudsing liquid detergent for use at a 3-compartment sink.
- Freezer Cleaner: No-thaw cleaner effective at subfreezing temperatures.
- Laundry Detergents (with bleach and all-temperature): Heavy-duty powdered and liquid detergents that are phosphate-free.
2. Dispensing Equipment: Installation of dispensers at all HCPS locations at no additional cost, including maintenance and service on all dispensers.
3. Training: Provide training materials and sessions for SNS kitchen staff on the use of dispensers and products.

Period of Performance
The contract period will begin on June 1, 2026, with installation of dispensing equipment required to be completed no later than July 31, 2026.

Place of Performance
Services will be performed at various locations across Henrico County Public Schools in Virginia.

Bidder Requirements
Offerors must be regularly engaged in the sale and service of ware washing products and equipment. They are required to submit Safety Data Sheets (SDS) for all chemical products included in their proposal.

Offerors must also provide evidence of authorization to transact business in Virginia as per Title 13.1 or Title 50 of the Code of Virginia.
