RFP #343 - Development of Career Development Plan

Background
The County of Accomack, Virginia, is seeking to engage a third party to develop a comprehensive Career Development Plan for its approximately 373 employees. The goal is to review and assess the current employee career development plans and processes, identify gaps and deficiencies, and propose revisions that align with organizational goals. The modifications must ensure fairness, universal access for all employees, scalability based on available funding, and be manageable by the Human Resources Department.

Work Details
The contractor will be responsible for the following tasks:

- Assessing organizational talent needs by evaluating strategic goals and workforce gaps.
- Evaluating existing roles by examining current job positions and competencies.
- Defining clear career paths for vertical and lateral movements.
- Creating a leveling framework with specific progression criteria for each role.
- Suggesting training and development programs to help employees acquire necessary skills.
- Developing additional retention incentives.
- Implementing the new Career Development Plan.
- Communicating the plan effectively to ensure employee understanding.
- Delivering all required studies and analyses along with proposed revisions to the County’s career development plan.

Period of Performance
The contract will commence upon award and is expected to be completed within a specified timeframe as outlined in the proposal submission.

Place of Performance
The services will be performed in Accomack County, Virginia.

Bidder Requirements
Bidders must possess a valid Accomack County Business License or document exemption. They must also provide evidence of qualifications including key personnel certifications, references from at least three comparable projects completed within the past 10 years, and a non-binding estimate of total project costs.
