RFP 26-009-SG Janitorial Services

Background
The County of Gloucester is seeking proposals for janitorial services to support the Gloucester Point Library. The goal of this contract is to provide as-needed, on-call custodial services, with the potential for the County to add or remove facilities as necessary. This solicitation aims to engage qualified firms that can deliver effective management and execution of custodial tasks, ensuring the cleanliness and maintenance of County facilities.

Work Details
The contractor will be responsible for providing management, supervision, labor, materials, supplies, and equipment necessary for custodial services at the Gloucester Point Library. The scope includes planning, scheduling, coordinating, and assuring effective performance of these services.

The contractor must protect existing facilities from damage during their work and will be liable for any repairs or replacements needed due to their actions. Services are primarily to be performed after normal operating hours (Monday through Friday from 8:00 am to 4:30 pm), with specific holidays observed where no work will be conducted. The contractor must ensure that all employees are trained and knowledgeable in cleaning standards and techniques.

Period of Performance
The initial contract term is for one year from the date of award through March 30, 2026. There is an option for four additional one-year renewals upon mutual agreement.

Place of Performance
Services will primarily be performed at the Gloucester Point Library located in Gloucester County, Virginia. The County reserves the right to add or remove other facilities as needed.

Bidder Requirements
Bidders must provide proof of insurance coverage including workers' compensation, general liability, and automobile liability insurance. Contractors must also comply with criminal background checks for employees who will have access to sensitive areas or information. Additionally, bidders should demonstrate experience in providing similar services and include references from previous clients.
