Residential Gutter Cleaning FY26

Background
The Fort Monroe Authority (FMA) is issuing this unsealed Invitation for Bids for a one-time purchase of residential gutter cleaning services. The goal of this contract is to ensure the proper maintenance of the gutters for 105 buildings/structures under the authority's management. This supports the agency's mission to maintain and preserve the properties at Fort Monroe.

Work Details
The contractor will provide all necessary supervision, labor, materials, parts, supplies, tools, equipment, machinery, vehicles, transportation, and other incidentals required to complete gutter cleaning services for the specified buildings. The scope includes:

A) Cleaning and flushing all gutters to remove debris and ensure downspouts are clear;
B) Noting buildings that require a lift for upper-level gutters;
C) Using protective measures such as TracMats or plywood to prevent damage to landscaping;
D) Proper disposal of all debris off-site.

Period of Performance
The contract period will commence from the date of contract award and continue until project completion.

Place of Performance
The services will be performed at various locations within Fort Monroe Authority properties in Virginia.

Bidder Requirements
Bidders must be DSBSD-certified Small Businesses. They are required to comply with all applicable laws and regulations including insurance requirements: Workers’ Compensation, Employer’s Liability ($100,000), Commercial General Liability ($1 million per occurrence), and Automobile Liability ($1 million combined single limit).
