Background
The Commonwealth of Virginia, through the Department of General Services (DGS) and its Division of Real Estate Services (DRES), is seeking to lease approximately 16,200 usable square feet of commercial space in Culpeper County, VA for the Virginia Department of Health (VDH).

The goal is to provide suitable office, retail, or medical space for the Rappahannock Rapidan Health District. This Request for Proposal (RFP) outlines the requirements and expectations for potential landlords to submit proposals for consideration.

Work Details
The Tenant requires a commercial space that meets the following specifications:
1. **Location**: Must be within Culpeper County.
2. **Size**: Approximately 16,200 usable square feet.
3. **Rental Rate**: Proposals should include a flat, full-service rental rate.
4. **Lease Term**: Options for 60 or 120 months.
5. **Occupancy Date**: Desired commencement date is September 1, 2026.
6. **Parking**: A total of 62 parking spaces must be provided, with costs included in the rent.
7. **Signage Rights**: Specify available signage rights including interior and exterior options.
8. **Technology Access**: Information on available internet services and access for telecommunications installation must be provided.
9. **Operating Expenses**: Preference for a full-service lease; if proposing a net lease, an itemized breakdown of operating expenses is required.
10. **Janitorial Services**: Janitorial services are requested five days per week.
11. **Tenant Improvements**: Landlord must provide all improvements in a turnkey condition based on an approved space plan.
12. **Furniture and Equipment**: Landlord may need to provide low-voltage data cabling and furniture as required by the space plan.

Period of Performance
The lease term requested is either 60 or 120 months, with occupancy desired to begin on September 1, 2026.

Bidder Requirements
Proposals must comply with specific requirements outlined in the RFP including:
- Must be submitted by February 5, 2026, at 4:30 PM Eastern Time.
- Proposers should complete the Property Data Sheet attached as Exhibit B and address all information requested in the response boxes within the RFP document.
- The landlord must be set up in the Commonwealth’s accounting system to receive payment.
