Background
The Department of Behavioral Health and Developmental Services (DBHDS) is issuing this Invitation for Bids (IFB) for the Replacement of Retherms Statewide. The contract will commence upon issuance of the Notice to Proceed, with a completion timeline specified in the bid documents. The contractor is expected to achieve final completion within thirty (30) days after substantial completion.

The work will be performed at multiple locations statewide, including but not limited to:
- Commonwealth Center for Children and Adolescents
- Central State Hospital
- Eastern State Hospital
- Hiram W. Davis Medical Center
- Piedmont Geriatric Hospital
- Southeastern Virginia Training Center
- Western State Hospital.

Bidder Requirements
Bidders must be registered vendors in eVA and comply with Virginia licensing requirements as a Class A or Class B contractor depending on the contract value. A bid bond is required for bids exceeding $500,000. Additionally, bidders must provide a Small Business Procurement Plan detailing participation by small businesses in their bid.
