Background
Frederick County, Virginia is seeking bids for the transportation and processing of end-of-life electronic materials generated by residents, businesses, and government agencies within its landfill service area. The County has a mission to manage solid waste effectively, including recycling and proper disposal of electronic waste. Work Details
The contractor will be responsible for transporting and processing spent end-of-life electronics such as televisions, cathode ray tubes, processors, phones, cables, and printers. Specific responsibilities include:
- Providing a 53-foot trailer for collection;
- Supplying a minimum of 50 usable wooden pallets, 50 three-ply gaylord boxes, heavy shrink wrap (120 gauge minimum), and four load straps for each shipment;
- Ensuring proper data destruction on hard drives according to U.S. Department of Defense standards;
- Marketing all collected electronic materials; and
- Adhering to all applicable federal, state, and local regulations.
The contractor must also provide a 24-hour emergency contact number and respond within 24 hours to service requests.
Period of Performance
The contract will commence upon execution and will last for one year with options to renew for up to four additional one-year periods at the County's discretion.
Place of Performance
The services will be performed within the Frederick County landfill service area which includes Frederick County, Clarke County, and the City of Winchester.
Bidder Requirements
Bidders must be R-2 Certified and provide documentation with their bid. They must also possess a valid Frederick County Business License and a valid Virginia State Corporation Commission (SCC) number. Bidders are required to submit at least three references from similar projects completed in Virginia. Additionally, they must demonstrate adequate facilities, manpower, financial capacity, and technical expertise to fulfill the contract requirements.
