DMV - Customer Service Center Norfolk, Military Circle Sewer Lateral Repair Project

Background
The Commonwealth of Virginia, through the Department of Motor Vehicles (DMV), is issuing an Invitation for Bid (IFB) for the construction of the Military Circle Customer Service Center Norfolk Sewer Lateral Repair Project.

The project aims to address significant defects in the sewer lateral that are causing recurring maintenance issues. The goal is to ensure proper sanitation line functionality from the facility to the main sewer line.

Work Details
The work includes the repair and replacement of sanitation lines from the DMV Customer Service Center located at 5745 Poplar Hall Drive, Norfolk, VA 23502.

Specific tasks involve excavation and replacement of unsuitable materials, backfilling with compacted material, and ensuring compliance with all applicable specifications. The project will also include a lump sum price for sitework involving a 30-foot line replacement and additional excavation as needed. The contractor will be responsible for proper disposal of excess material and backfilling with compacted trench fill material as specified.

Period of Performance
The contract term shall begin upon notice to proceed and is expected to be completed within ten (10) consecutive calendar days for substantial completion. This will be followed by final completion within thirty (30) consecutive calendar days after substantial completion.

Place of Performance
The work will be performed at the DMV Customer Service Center located at 5745 Poplar Hall Drive, Norfolk, VA 23502.

Bidder Requirements
Bidders must be registered vendors in eVA and possess a valid Virginia Contractor License.

For contracts exceeding $120,000 or if total construction value exceeds $750,000 within any twelve-month period, bidders must be licensed as Class A Contractors. If contracts are between $10,000 and $120,000 or total construction value is between $150,000 and $750,000, Class B licensing is required. Bidders must also submit a Small Business Procurement Plan indicating participation by small businesses.
