Building Automation Services: Maintenance and Repairs

Background
The Commonwealth of Virginia, through the Department of General Services (DGS), is issuing this Two-Step Invitation for Bids (IFB) to establish multiple contracts with qualified suppliers for the inspection, testing, maintenance, and limited repairs of existing building automation systems.
This initiative aims to ensure the safety and functionality of these systems across various state facilities, including agencies and institutions of higher education.
The current contract, initiated in 2021, is nearing its end, prompting this solicitation to secure continued services.
The total usage data for the current contract from April 1, 2021, to June 30, 2025, amounts to $19,600,000.

Work Details
The contractor will provide maintenance and limited repairs to existing Building Automation Systems (BAS) without new installations.
Services include:
- Daily inspections via dial-up or web technology to verify operation and safety systems.
- Weekly site visits for gauge inspections and verification of set points.
- Semi-annual checks on sensors and comprehensive system analysis.
- Maintenance services for fire alarm systems adhering to NFPA 72 standards.
- Maintenance services for security systems including CCTV and card access systems with specific operational checks outlined in the solicitation.
All work must comply with relevant codes and standards.

Period of Performance
The initial term of the contract will commence on April 1, 2026, and conclude on March 31, 2027.
There are four optional one-year renewal periods available.

Place of Performance
Services will be performed at various locations throughout the Commonwealth of Virginia as designated by authorized users.

Bidder Requirements
Bidders must be either the equipment manufacturer or fully licensed/certified by the manufacturer for installation and service of the products offered.
They must provide documentation confirming authorization from manufacturers for all products offered.
Additionally, contractors providing fire alarm system services must comply with NFPA 72 qualifications.
