ARMICS Review

Background
The Virginia Indigent Defense Commission (VIDC) is seeking to establish a term contract with one qualified vendor to provide Audit (ARMICS Review) Services for the Fiscal & HR Departments. The goal of this contract is to ensure compliance with the Agency Risk Management and Internal Control Standards (ARMICS) as part of the agency's mission to manage risks effectively and maintain internal controls.

Work Details
The contractor will perform ARMICS requirements and testing for three stages over three consecutive years, beginning with Stage One on June 1, 2026. The contractor will assess internal controls and compliance in five areas: strategic support, operational efficiency, financial reporting integrity, legal compliance, and asset stewardship.

The contractor must demonstrate established internal control components including control environment, risk assessment, control activities, information communication, and monitoring. A final report is required by September 30 for the initial term and any renewals.

Period of Performance
The contract will commence on June 1, 2026, and will cover a period of three consecutive years with specific stages aligned with fiscal year closures.

Place of Performance
Services will be performed at the Virginia Indigent Defense Commission located at 1604 Santa Rosa Road, Suite 200, Richmond, VA 23229.

Bidder Requirements
Bidders must have significant prior experience in ARMICS and managing internal control processes. They are required to have a presence within the Commonwealth of Virginia and experience in state government operations. A current contractor's license must be submitted with the quote along with a certificate of liability insurance upon award.
