880-26 Comprehensive Inmate Health and Mental Health Services

Background
The Riverside Regional Jail Authority (RRJA) is seeking proposals for Comprehensive Inmate Health and Mental Health Services to ensure that medically necessary services are provided in a cost-effective manner while maintaining quality standards established by the Commonwealth of Virginia Board of Corrections (BOC), the National Commission on Correctional Health Care (NCCHC), and the American Correctional Association (ACA).

The facility is currently accredited by ACA, NCCHC, and ACRS. The selected provider is expected to maintain these accreditations throughout the contract term.

Work Details
The contractor will provide a comprehensive program of inmate health care services including:
1. An on-site medical services program that includes initial physical assessments, ongoing evaluation and treatment of medical conditions, stabilization of urgent and emergency medical/psychiatric conditions, discharge planning, and medication management.
2. An on-site dental services program that includes initial assessments, extractions, examinations, and emergency treatment.
3. An on-site mental health care delivery program to meet inmates' needs.
4. An off-site preferred provider network for additional medically necessary services that cannot be provided on-site.

Period of Performance
The contract will commence on July 1, 2026, for a term of three years with automatic renewals for three additional two-year terms unless terminated with written notice at least 120 days prior to the end of the current term.

Place of Performance
Services will be performed at Riverside Regional Jail located at 500 FOLAR Trail, North Prince George, VA 23860.

Bidder Requirements
Offerors must demonstrate experience providing Comprehensive Inmate Health and Mental Health Services in jails with an average daily inmate population of 1000 or more for five years. They must also show financial stability and have corporate staffing structures capable of supporting the contract. Additionally, contractors must maintain accreditation through NCCHC, ACRS, and ACA.
