Background
The Snyderville Basin Special Recreation District (Basin Recreation) is seeking proposals for a comprehensive Enterprise Asset Management (EAM) software solution to optimize asset lifecycle management processes, enhance safety, and improve operational efficiency.
This RFP outlines the requirements for a robust system that will help manage and analyze physical assets throughout their lifecycle. Basin Recreation aims to select a solution that offers the best overall value, emphasizing technical merit, functionality, vendor qualifications, and long-term sustainability over price alone.
Work Details
The EAM software solution must include:
1. Comprehensive asset lifecycle management from acquisition to disposition.
2. Preventive and predictive maintenance capabilities.
3. Inventory control and spare parts management.
4. Advanced analytics and reporting features for decision-making.
5. Integration with existing accounting systems for financial data exchange related to assets (e.g., depreciation).
6. Mobile accessibility for field operations with offline capabilities.
7. Compliance with regulatory standards including ADA accessibility and Utah state IT policies.
Period of Performance
The contract is expected to commence on May 11, 2026, following a project kickoff that allows for contracting, onboarding, and scheduling before implementation begins.

The services will be performed primarily in Summit County, Utah.
Bidder Requirements
Vendors must demonstrate at least five years of continuous operation in enterprise or recreation management systems with audited financial statements for the past three years.
Preference will be given to vendors with experience serving public sector recreation agencies in Utah or similar jurisdictions, along with evidence of ongoing investment in product innovation relevant to recreation management.
