Description

Background
Paris Junior College (PJC) is soliciting sealed qualification statements from qualified law firms to provide delinquent property tax collection services within the taxing area of the college, on behalf of the PJC college district. The college is a public community college organized under Chapter 130 of the Texas Education Code and is tax-exempt under Texas law. The goal of this contract is to effectively manage and collect delinquent property taxes owed to PJC.

Work Details
The selected firm(s) will provide all delinquent ad valorem tax collection services within the College’s taxing area, including but not limited to:

- Performing necessary services to collect delinquent taxes, penalty fees, and interest.
- Assisting in collections as authorized under Sections 6.30 and 33.07 of the Property Tax Code.
- Enforcing collection through lawsuits after conducting title searches.
- Advising County Tax Assessor-Collector’s Office on discrepancies.
- Preparing notices for delinquent taxpayers.
- Selling properties seized due to foreclosure of tax liens.
- Providing legal assistance regarding ad valorem taxes.
- Preparing quarterly and annual reports on collection progress.

Firms must have a minimum of five years’ experience in tax collection and be licensed by the State Bar of Texas.

Period of Performance
The contract term will be three years with options for two one-year renewals.

Place of Performance
Services will be performed within the taxing area of Paris Junior College, Texas.

Bidder Requirements
Firms must demonstrate relevant experience in administering delinquent tax collection programs in Texas, have at least five years of experience in filing and processing delinquent tax claims, and be licensed attorneys in Texas. Additionally, firms must conform to ethical standards and may need to provide proof of insurance.
