Process Server Services for El Paso County, Texas County Attorney's Office

Background
The County of El Paso, Texas, is issuing a Request for Proposals (RFP 25-023) for Process Server Services to support the County Attorney's Office. The goal of this contract is to provide efficient and effective service of process in court cases, particularly those involving juvenile delinquency and child abuse litigation. The selected vendor will be expected to manage a high volume of work while maintaining communication with the County Attorney's Office.

Work Details
The vendor will provide approximately 4,000 process services annually, primarily involving personal and substitute service in juvenile prosecution cases and child protective services litigation. Key responsibilities include:
- Picking up legal documents from the County Attorney’s Office and filing returns of service with the District Clerk.
- Providing electronic or verbal confirmation of filed returns to the County Attorney’s Office.
- Serving legal documents such as subpoenas, citations, and summonses promptly after receipt.
- Notifying the County Attorney’s Office immediately if unable to serve documents or if an address is invalid.
- Providing written affidavits of service via fax, email, or hand delivery.
- Being available 24/7 for rush services within 8 hours after request.
- Traveling within El Paso County and potentially to Fort Bliss and Tigua lands as required.

Period of Performance
The contract will be for two years from the effective date, with an option for two additional two-year renewals.

Place of Performance
Services will be performed primarily within El Paso County, Texas, including Fort Bliss and Tigua lands.

Bidder Requirements
Vendors must have significant experience in Texas County courts process service involving juvenile delinquency matters and child abuse litigation. They must provide evidence of their capability to manage workload volume and maintain communication with the County Attorney's office. Vendors must also have a business location within El Paso County or establish one within 30 days of award. Additionally, vendors must carry commercial general liability insurance and business motor vehicle insurance with specified coverage limits.
