On-Call Exterior and Interior Design Services

Background
DHA, Housing Solutions for North Texas, is soliciting proposals from qualified firms to provide On-Call Exterior and Interior Design Services. The goal of this contract is to support planning and design needs across DHA facilities, ensuring compliance with applicable federal, state, and local requirements.

Work Details
The selected firm will provide on-call design services on an as-needed basis for various DHA facilities, including administrative buildings and residential properties. Services may include:

A. Site Assessment: Field verification, documentation of existing spaces, assessment of spatial constraints, user needs analysis.

B. Conceptual Design: Development of layouts and design options, space planning studies.

C. Design Development: Preparation of detailed layouts, coordination of functional requirements.

D. Furniture, Fixtures, and Equipment (FF&E) Design & Specifications: Development of specifications and performance criteria.

E. Cost Estimating Support: Development of cost opinions and budget alignment assistance.

F. Procurement Support Services: Preparation of bid-ready documents and review of substitutions.

Period of Performance
The contract will be performed on an as-needed basis through individual task orders issued by DHA; no specific duration is provided.

Place of Performance
Services will be performed at various DHA facilities located in North Texas.

Bidder Requirements
Firms must demonstrate experience in providing design services for multifamily residential environments. Proposals must include a letter of interest, resumes of personnel assigned to the project, a profile of the firm’s facilities and equipment, client references from similar projects completed within the last five years, and a notarized certification statement confirming no debarment or suspension.
