DPS seeks to solicit offers from qualified Respondents for a Contract that can provide a modern Contractor-provided, cloud-hosted, MSS/HFS Solution for DPS to replace the existing Texas Law Enforcement Telecommunication System (TLETS) and Texas Crime Information Center (TCIC). TLETS provides statewide connectivity for criminal justice agencies to a variety of local, state, and federal database systems. It is linked with Nlets the International Justice and Public Safety Network and facilitates exchanges between Texas criminal justice agencies to their counterparts in other states. The link with Nlets allows DPS to provide critical information to the national criminal justice community and allows TLETS operators to obtain information from a variety of database services from other states, Canada, Interpol, and private companies.

Background
The Department of Public Safety (DPS) of the State of Texas is seeking offers from qualified respondents for a contract to provide a modern, cloud-hosted Message Switch System (MSS) and Hot File System (HFS) solution. This initiative aims to replace the existing Texas Law Enforcement Telecommunication System (TLETS) and Texas Crime Information Center (TCIC), which facilitate statewide connectivity for criminal justice agencies to various local, state, and federal databases.

The TLETS system is critical for ensuring secure communication and data exchange among law enforcement agencies across Texas and beyond.

Work Details
The contractor will be responsible for providing a fully integrated cloud MSS/HFS solution that meets the following requirements:
1. Must ensure 24/7 availability and support high-volume transaction processing.
2. Provide enhanced capabilities utilizing modern technologies, including multi-factor authentication (MFA).
3. Cover all cloud/hosting related consumption fees within the pricing structure.
4. Migrate existing data from legacy systems to the new MSS/HFS solution.
5. Deliver comprehensive training materials and conduct training sessions for DPS staff.
6. Produce various deliverables throughout project phases including planning, discovery, execution, closeout, and operations.
7. Ensure compliance with FBI Criminal Justice Information Services Division policies and DPS Cyber Security requirements.
8. Provide detailed reports on system performance, transaction statistics, and error rates post-implementation.

Period of Performance
The contract term will commence on the effective date stated in the signing document or purchase order and will expire five years from that effective date. There is an option for a six-month extension if necessary.

Place of Performance
The services will be performed primarily in Texas as required by the Department of Public Safety.

Bidder Requirements
Respondents must provide evidence of financial stability, including audited financial statements for the last two years or equivalent documentation. They must also demonstrate experience with CJIS systems and high-volume transaction processing in law enforcement contexts. All work must be performed in the United States, and contractors must maintain compliance with FBI CJIS Security Policy throughout the contract duration.
