Background
The Office of the Governor of Texas is seeking contractors to provide Foreign Trade, Tourism, and Investment Representation Services through the State of Texas Mexico Office. Work Details
The contractor will be responsible for operating and maintaining the State of Texas Mexico Office (STMO); representing Texas interests in Mexico; reviewing local government policies affecting Texas businesses; developing an economic development strategy; conducting meetings with leaders to discuss Texas business advantages; promoting Texas as a business destination; generating measurable results from trade events; assisting in marketing strategies for Mexican companies; organizing investment promotion missions; acting as a liaison with Texas companies and communities; providing government liaison services for foreign investments; and collaborating with economic development officials in Texas.

The contractor must also develop a comprehensive Plan of Action detailing proposed activities and budget for the upcoming fiscal year.

Period of Performance
The contract will commence on March 1, 2026, and terminate on August 31, 2027. The OOG has the option to renew the contract for up to three additional 12-month periods through August 31, 2030.

Place of Performance
The services will be performed primarily in Mexico, specifically from a physical office located in Monterrey, Nuevo Leon.

Bidder Requirements
The contractor must have a fully operational physical office in Mexico. Key account staff must be proficient in English and Spanish, experienced in economic development and trade promotion. They must also comply with all rules and regulations of the Office of the Governor. Background checks may be required for personnel.
