Background
The City of Waxahachie, Texas, operates three water and wastewater treatment plants and a network of lift stations serving a growing population and commercial base. To ensure environmental stewardship, regulatory compliance, and operational reliability, the City seeks qualified contractors for comprehensive services related to the removal, dewatering, transport, and disposal of sludge, biosolids, grit, and debris generated across its water and wastewater infrastructure. This initiative aims to enhance the efficiency of municipal operations while adhering to TCEQ, EPA, ANSI, and OSHA regulations.
Work Details
The contractor will provide all necessary labor, materials, and equipment for the successful removal, dewatering, transport, and disposal of sludge (solids from treatment processes), biosolids (treated sewage sludge), and debris (non-biodegradable materials). Key services include:
1. Routine operations such as scheduled lagoon cleaning and solids removal.
2. Emergency response with a maximum mobilization time of 4 hours.
3. Inter-facility sludge transfer services on a per-gallon basis.
4. Dewatering on-site using centrifuges or equivalent methods to achieve a minimum of 18% solids.
5. Transporting materials to TCEQ-approved disposal facilities with timely submission of disposal manifests within 48 hours of each load.
Period of Performance
The contract will be performed over a period of one year with three additional one-year renewal options unless either party provides written cancellation notice at least ninety days before the active term end date.
Place of Performance
Services will be performed at various locations including Howard Road Water Treatment Plant, Howard Road Wastewater Treatment Plant, Robert W. Sokoll Water Treatment Plant, and multiple lift stations throughout Waxahachie.
Bidder Requirements
Contractors must demonstrate proven municipal experience in similar projects and possess mobile dewatering capabilities. Compliance with all relevant regulations (TCEQ, EPA) is mandatory. Additionally, contractors must provide proof of insurance coverage as specified in the solicitation documents.
