Description
The City of College Station is seeking proposals from interested and qualified entities for the development of affordable housing. Funding for these projects will be provided through the Community Development Block Grant (CDBG) and/or HOME Investment Partnerships Grant (HOME) Program, both administered by the U.S. Department of Housing and Urban Development (HUD).

This contract is part of the City's efforts to meet the objectives and supply services outlined in the City's PY 2025-2029 Consolidated Plan.
Contract requirements include:
Interested entities should submit proposals in accordance with the requirements and objectives detailed in this solicitation. Please ensure all relevant qualifications and project details are included to facilitate review and selection.
Work under this contract may include, but is not limited to:
- Building, buying, and/or rehabilitating affordable housing for rent or homeownership using HOME funding
- Providing direct rental assistance to low-income individuals through HOME funding
- Acquiring vacant property, acquiring property with existing housing units for rehabilitation, or rehabilitating existing housing units owned by the developer agency using CDBG funding (note: CDBG funds cannot be used for new construction)
- Developing new affordable housing units for sale or lease to income-qualified households (depending on funding source)
- Acquiring and rehabilitating affordable housing units for sale or lease to income-qualified households

This contract is part of the City's efforts to meet the objectives and supply services outlined in the City's PY 2025-2029 Consolidated Plan.
Contract requirements include:
- Compliance with federal Section 3 regulations if the contract exceeds $300,000 in either CDBG or HOME funding
- Potential compliance with the Build America Buy America Act if the total project cost exceeds $250,000 and the project includes five (5) or more units, as per HUD Notice CPD-25-01
