Description

Background
The University of South Carolina (USC) is seeking experienced firms to provide a comprehensive range of Strategic Campaign Communications Management services specifically tailored for higher education fundraising. This initiative aims to equip USC’s Division of Development with specialized communications tools, training, and support to ensure the success of its fundraising campaigns.

Work Details
The contractor will develop, produce, and coordinate campaign communications assets for USC’s comprehensive campaign, 'Forever to Be.' Key deliverables include:
- Campaign Rationale Refinement and Messaging Enablement
- Unit Case Statement Development (18–20 units, plus pan-university initiatives)
- Major Donor Proposal Template Suite
- Campaign Fluency Training for Development Officers and key stakeholders
- Campaign Website architecture/design/content support
- Anthem Video creative direction and production coordination
- Campaign Communications Toolkit including supplementary collateral & templates
- Quality Assurance, Brand Compliance & Knowledge Transfer.

The contractor must collaborate with various USC departments to ensure unified messaging and brand consistency. Performance standards include ensuring materials are donor-ready, adhering to USC brand guidelines, timely delivery aligned with campaign milestones, and enabling sustained internal use through knowledge transfer.

Period of Performance
The contract is estimated to start on March 20, 2026, and end on March 19, 2029. The initial term is one year with two optional one-year renewals.

Place of Performance
The services will be performed primarily in a virtual setting as all outreach and communication will be conducted online.

Bidder Requirements
Offerors must demonstrate specialized experience in higher education philanthropic communications. The maximum acceptable hourly rates for various positions are specified:
- Senior VP/Principal Strategist at $200/hr.
- Regional VP at $180/hr.
- Senior Project Manager at $150/hr.
- Project Manager at $135/hr.
- Assistant PM at $115/hr.
- Project Analyst at $110/hr.
- Workflow Specialist at $95/hr.
- Specialized Writer at $150/hr.
- Designer at $140/hr.
- Web Designer/Developer at $150/hr.
- Video Director/Producer at $175/hr.
- Clerical at $60/hr. The overall contract cap is set at $1.5 million over the contract term.
