Inmate Psychological Evaluations

Background
The South Carolina Department of Probation, Parole and Pardon Services (SCDPPPS) is seeking vendors to provide Inmate Psychological Evaluations for inmates prior to potential parole release. This initiative aims to assist in assessing inmates' motivations and capacities for supervision, ensuring public safety and successful community adjustment.

Work Details
Vendors will conduct psychological evaluations that include:

1. A personal interview with the inmate lasting at least 50 minutes.
2. Administration of the Minnesota Multiphasic Personality Inventory (MMPI) or, if not feasible, the Personality Assessment Inventory (PAI).
3. Review of the inmate's correctional file.
4. Collateral contacts with appropriate institutional social workers and other SCDC staff as necessary.
5. Evaluations must identify any evidence of danger to self or others, severe emotional or behavioral problems, social or psychological conditions affecting community adjustment, readiness for parole release based on SCDC programs, necessary community supports, and likelihood of dangerous behavior.

Each evaluation will include an ordinal scale indicating the evaluator's judgment on the likelihood of successful adjustment.

Period of Performance
The contract is estimated to start on January 1, 2026, and end on December 31, 2030.

Place of Performance
Evaluations will be conducted on-site at respective South Carolina Department of Corrections facilities.

Bidder Requirements
Offerors must have a state vendor number to submit an offer. They should be registered with the South Carolina procurement system and comply with all applicable laws regarding debarment and ethical conduct.
