Background
Greenville County is seeking responses from storm debris clearing contractor(s) to provide debris clearing services associated with Federal Emergency Management Agency (FEMA) natural disasters in Greenville County, South Carolina. The County of Greenville reserves the right to award to one or more vendors. Municipalities within Greenville County have the option to be covered under this Request for Proposals; separate contracts with those municipalities are required for those projects.
Greenville County's primary vulnerability has traditionally been related to ice storms, having experienced two significant events in recent years. As a proactive measure, the county applied for and received an approved FEMA for a Storm Debris Management Plan. This plan outlines the framework for managing debris removal in the event of future disasters, ensuring efficient and effective response and recovery efforts.

Work Details
The successful vendor(s) shall be capable of providing clearing and hauling services associated with the collection of storm debris. Debris will be located on Greenville County property and within road right-of-ways (ROW). Based on the severity of a storm event, services will be contracted on an as-needed basis to be determined by Greenville County.
The contract shall consist of clearing and removing any/all eligible debris from public property only, including ROW of streets and roads. Eligible debris is considered all storm related debris located within the ROW and County owned properties.
Work shall include: 1) verifying eligibility of debris; 2) loading the debris; 3) hauling the debris to approved dumpsites. Ineligible debris shall not be loaded or hauled. The County will designate work areas, frequency of collection passes, and number of passes to be completed.

The timeline for this project is as follows: Release Project Date - March 8, 2024; Question Submission Deadline - March 18, 2024, 5:00pm; Proposal Submission Deadline - April 29, 2024, 3:00pm; Review of Proposals - April 29 - May 28, 2024; Tentative Date of Award - May 28, 2024; Contract Negotiations - May 28 - June 24, 2024; Issue Notice to Proceed - June 24, 2024
