Construction of Commonwealth Drive Crossline Replacement

Background
The Town of Mount Pleasant has partnered with HDR to upsize the culvert crossing in Alston Creek, which is critical for stormwater management for over 700 acres of interconnected neighborhoods and commercial areas.

The existing dual 48-inch reinforced concrete pipes, over 50 years old, will be replaced with larger capacity culverts to improve functionality and safety.

Work Details
The project involves the removal of two existing 48-inch pipes and the construction of a new double 10 ft × 5 ft concrete box culvert at the Commonwealth Road crossing of Alston Creek. Specific tasks include:
- Removal and disposal of existing pipes
- Excavation and installation of the new box culvert
- Grading, roadway reconstruction, and paving
- Utility coordination and storm drainage improvements
- Maintenance of traffic, pavement markings, erosion control
- Landscaping and grassing.

Additionally, a new waterline valve will be installed, and an existing 8-inch waterline will be replaced by a Mount Pleasant Waterworks-approved contractor. All work must be completed under a full roadway closure during summer 2026.

Period of Performance
The construction duration for this project is six months, commencing upon issuance of the Notice to Proceed.

Place of Performance
The work will be performed at the Commonwealth Road crossing of Alston Creek in Mount Pleasant, South Carolina.

Bidder Requirements
Bidders must possess a valid State of South Carolina Contractor's License. A Bid Security Deposit equal to five percent of the bid amount is required. Successful bidders must provide separate Performance and Labor and Material Payment Bonds equal to 100% of the contract amount within ten days after receiving the Notice of Award. All contractors or subcontractors performing water and sewer relocation must be from the Mount Pleasant Waterworks Approved Contractor List.
